In 2023, council set 6,400 homes by 2031, rejecting the province’s 12,000 as infeasible given infrastructure constraints.
Taylor said the province tied Newmarket’s exclusion from strong-mayor powers to that refusal, and that the powers are “not something we desire.”
Progress against 6,400 needs annual completions. That series is not on this tracker yet.

The apartment rebound is real, and starts are lumpy. Annual completions against the 6,400 target are the better measure. That series is still needed.
